In 1961, sodomy and homosexual behavior were crimes in all 50 states, and homosexuals have been excluded from military service for more than 375 years of American history. Man-to- man sex is the primary cause for the spread of AIDS and the majority of serious sexually transmitted diseases in America, yet the headlines in the Los Angeles Times on January 8, 1993, screamed, "Clinton Aides Urge Quick End to Military Ban on Homosexuals."

General Colin Powell, Chairman of the Joint Chiefs of Staff, and an opponent of homosexuals openly serving in the military, said that if then President-elect Bill Clinton followed through on his campaign pledge, "We must conform to that policy. The debate will be over." But in response to a midshipman at the Naval Academy who said that a majority of midshipmen believe that homosexuality is immoral, General Powell added, "If it strikes at the heart of your moral beliefs, then you have to resign."
